We are currently marooned on Earth, making scant progress on cost effective ways to reach Low Earth Orbit. President Obama's new space policy may be paraphrased as "No more Buck Rogers until we get the cost down, so get cracking.
I propose to put elevated Monorail service between cities along the Highway medians. This would start on short runs, and eventually connect the entire country just like the Highway system does now.
I see many advantages to this setup.

At the moment there are two major companies touting IPTV around, AT&T and Verizon with their cable tv products U-Verse and FIOS respectively. But these systems fail to really pull the plug from cable, and utilize the IP protocol that could revolutionize television.
