Artemisia annua reaches a peak concentration in sustainable concentration and used for plasmodium malaria treatment in Artemisinin Combination Therapy (ACT). For small-holder farmers it's alternative or diversion as a payable/cash crop is due to it's heptanyl epoxide bond. This bond's stretching NIR spectrum can be ID'd at 940 nm NIR tuned laser diode spectrophotometer. After cultivation for 90 - 120 days Artemisinin concentration is marketable and peaks for premium sale with lime reduced extraction. A sample can be taken in remote farmers' areas as alternative or diversion from illegal poppy cultivation from radical extremist jihadists' intimidation. A cooperative hand-held spectrophotometer's spectra could be modulated to Bluetooth 802.11 carrier and sent through a cellular-smartphone app for ascertaining the concentration and marketing. In areas without cellular-smartphone coverage, a parallel pre-progamed Iridium satellite telephone number could carry a SMS text-message spectrophotometer concentration spectrum from its absorption 940 nm NIR sample chamber. This hand-held spectrophotometer could be powered by a Li-ion 18650 cell which is used by laptop computer manufacturers for inexpensive power and rechargeable with a basic miniaturized array of photovoltaic cells. To handle the high pulses required to communicate with the Iridium satellite network a hybrid layer capacitor (HLC) to provide the high pulses required for advanced two-way wireless communications. These bobbin-type LiSOCl2 cells deliver long-term low-rate--annual self-discharge rate of less than 1 % per year and lasting ten years until servicing--current to power the spectrophotometer while the HLC stores and sends high pulses to support data interrogation and transmission. In case travel time or protracted period of inclement weather prevents photovoltaic charging, the discharged system could have map-logged recharging stations with TLI-1550 industrial-grade rechargeable Li-ion batteries kept charged from a magnetic-field induced sensor-mounted on remote transmission grid power-line transmission and might have the alternative wireless transmission from a base station 2.4 GHz RF communicator. With ten-year life-time batteries available inexpensive, in moderate temperatures for cultivation, but in mountain small-holder farmers' locations the basic component requirement of sensor, transducer, energy processor, microcontroller and this optional radio link can give a payable alternative crop and diversion from radical extremist jihadist intimidation tactics in illegalities.
