Mannequin to help locate drowning victims

Every year someone drowns in a river or lake and the local rescue squad has to be called out to locate the body. This can take several days to weeks and sometimes the victim is not found until it surfaces and a fisherman discovers the body. A mannequin with the physical characteristics of a man including size and weight and bouyancy could be manufactured with a locator beacon, either sound or using GPS technology, and it would be dropped in close proximity and under water conditions similar to the accident. The mannequin would replicate a drowning victim in the water and the locator would allow the team to follow the movement and find the victim sooner. This would shorten the time the rescue team needed to recover the victim.
